“めざそう！ 誰もが英語をはなせるまちづくり！！”
設立趣旨/Prospectus
福生市と横田基地はどんな関係なのでしょうか？残念ながら、騒音問題等を抱え、大変複雑な関係です。福生市は日米安保条約や地位協定など、日本政府とアメリカ政府との狭間で戦後60年間、フェンスの向こうのアメリカ、横田基地と向かい合ってきました。そして、今も向かい続けているのです。
一方、一般の人々はというと、福生市が複雑な基地問題を抱えているという事実を知りながらも、全く違った福生市観を抱いています。それは、日本にいながらアメリカの雰囲気を体験できる、いたって特異な町ということです。多くの日本人が“FUSSA”に憧れ、実際に福生に住み移るということなどは珍しくありません。福生に対する羨望が続いているのは友好祭に訪れる人の数が証明しています。
さて、この特異性を十分に備えた福生市は、どこの町にも出来ない、魅力溢れる、異国情緒いっぱいの、憧れの町“福生市”を目指してもいます。福生市の「市民プラン」に目標設定がされている“だれもが英語をはなせるまちづくり”を“リトルアメリカ 福生―アメリカを福生で体験しよう”とういアイデアで実現できないでしょうか。
さらに、横田基地の軍人の日本に対する興味はとても大きく、彼らの家族にとっても日本での体験はたいへん貴重なものです。横田基地の軍人は軍人である前にアメリカ人であり、日本の文化をじかに触れることが出来るまたとない機会であると考えています。同時にアメリカ人にとっても福生は、日本を体験するのにうってつけの町でもあるのです。
文化交流倶楽部「ふっさRoute16」は異なった文化の交流を目的とします。16号線（Route 16）を走るとわかりますが、基地と福生市に立ちはだかるフェンスがあります。実はこのフェンスは福生市に対しての壁でもなければ、日本に対する壁でもないのです。福生と横田基地の本当の壁はなんでしょうか？ それは、ほんの少しの｢勇気｣と「きっかけ」なのではないでしょうか。日本の文化を知りたいアメリカ人とアメリカ文化や英会話を学びたい日本人の融合の場、文化交流倶楽部「ふっさRoute16」で、英会話、サークルイベント等で楽しい交流の時間、そして、たくさんの「きっかけ」を見つけませんか。
What kind of relationship do City of Fussa and Yokota AB have? Unfortunately it is very complicated because of noise problems and so on. Struggling against the Japan-US Security Treaty and the U.S-Japan Status of Forces Agreement between the governments of Japan and US, City of Fussa has been facing America,or Yokota AB, which is located on the other side of the fence and has been there more than 60 years after WWII
On the other hand, it is also true for Japanese to have a totally different view of Fussa, even though they know the fact that Fussa has issues with Yokota AB. What is that? They look Fussa as a very unique town where you can experience real American atmosphere in Japan. A lot of Japanese long for living in Fussa, and it is not rare for them to move in Fussa. The number of visitors to Yokota AB Friendship Festival proves that many Japanese have yearnings to Fussa.
City of Fussa with much uniqueness has a goal to become an attractive city “FUSSA” with full of fascination and exotic atmosphere, which no other cities can be. “Make Fussa a city where everyone can speak English!” is one of the objectives from Fussa “Citizen Plan” We hope the idea, “Little America Fussa-Let’s experience America in Fussa!” also can help accomplish the objective.
It is true that military personnel on Yokota AB have lots of interest in Japan. It is also a precious opportunity for their families to have Japanese experiences. Military personnel on Yokota AB are American people before they are military personnel. And they think stationing on Yokota AB is a great chance to appreciate Japanese cultures. Yes, Fussa is an ideal town for them, too.
Cultural-Exchanges Club “Fussa Route16” will offer the chance to experience different cultures. When you drive Route 16, you’ll find out there stands a fence between Fussa and Yokota AB. Actually it is not the wall to Fussa, or neither to Japan. What is a real fence between Fussa and Yokota AB? It must be a little bit of “courage” and “jump-start”. Cultural-Exchanges Club “Fussa Route16” will give a place to blend for Americans who want to know about Japanese cultures, as well as Japanese who want to learn American cultures and English. Why don’t you join us and have a lot of fun with us!!

テーマを決め、それぞれの国の文化や習慣を紹介。
A theme will be set up in each class like a particular culture and customs.
また、不定期のイベントを随時行います。（実費）
ボーリング大会、パースリーゴルフ、居酒屋、下士官クラブでの食事、小旅行、花見、スキー、スケート、カラオケ大会、クリスマス、バーベキュー、ひな祭り、セントパトリック、花火大会、新年会、忘年会、ケーキパーティー、たこやきパーティー、ハロウィーンなどなど
Also we will enjoy a lot of events.
